Cornell University applies an environmental management approach to the prevention of alcohol and other drugs (AOD) abuse. Faculty, staff, students, and members of the Ithaca community, working under the auspices of the President’s Council on Alcohol and Other Drugs, have developed prevention strategies that impact everything from community relations to the social scene at Cornell.
In 2001, the President's Council on Alcohol and Other Drugs was established in recognition of the need for a campus and community-wide approach to preventing alcohol and other drug related problems. The complex nature of AOD-related problems and the impact they have on institutions of higher education require comprehensive, integrated and sustained strategies. Therefore, the President's Council on AOD is charged with designing, implementing, and evaluating the university's AOD prevention efforts.
The Vice President for Student and Academic Services serves as Chair of the President's Council. The Executive Committee on Campus Health provides the President's Council with administrative oversight.
Much of the work of the Council occurs in its six committees:

- Educational Strategies Committee
- Fraternity and Sororities Committee
- Policies and Behavioral Accountability Committee
- Slope Day Steering Committee
- Social Events Committee
